Business Management Consultant – SAP Payroll Modernization

About the role

The Business Management Consultant will lead the testing strategy for the City’s SAP Payroll Modernization Project. Reporting to the CFO’s Office, the consultant will ensure payroll accuracy, system quality, and successful implementation across SAP S/4HANA Payroll, ESS/MSS, Payroll Control Center and related interfaces.

Key responsibilities

• Develop and execute comprehensive testing plans covering SIT, UAT, parallel payroll comparison, end‑to‑end business process validation, integration, regression, performance, cut‑over and production readiness.
• Coordinate testing activities with the system integrator, business stakeholders, technical teams and interface owners.
• Manage the project budget, monitor expenditures, and report variances with mitigation strategies.
• Provide strategic financial planning, business analysis, cost‑benefit and risk assessments to support decision‑making.
• Conduct research on legislative, policy and industry developments affecting payroll and finance.
• Supervise project staff and ensure alignment with corporate policies and municipal directives.

Required profile

• Proven experience leading large‑scale SAP payroll implementations and testing initiatives.
• Strong background in financial management, budgeting and performance analysis within a public‑sector environment.
• Excellent analytical, communication and stakeholder‑engagement skills.
• Ability to manage multiple testing cycles and deliver results within tight timelines.
