Senior Project Manager (Development & Planning)

About the role

Elite Developments is looking for an experienced Senior Project Manager to lead complex planning applications for residential and commercial development projects. The role oversees the full development approval process, from pre‑consultation through to building permit issuance, ensuring projects are delivered on time, on budget, and meet municipal and business objectives.

Key responsibilities

• Lead the planning, design and development process for residential and commercial projects from post‑acquisition through to construction start.
• Manage projects through pre‑consultation, design development, applications, approvals and permitting stages.
• Oversee design coordination with architects, urban designers and consultants, ensuring compliance with zoning, municipal guidelines and market positioning.
• Manage all municipal approval processes, including Official Plan Amendments, Zoning By‑law Amendments, Draft Plans of Subdivision/Condominium, Site Plan Approvals and building permit applications.
• Retain and lead multidisciplinary consultant teams, aligning them with project goals.
• Monitor soft‑cost budgets, cash flow and project schedules, tracking milestones and deliverables.
• Identify risks to timelines, costs, design quality and approvals, implementing mitigation strategies.
• Maintain strong relationships with municipal staff, community representatives and internal stakeholders, providing regular status reports.

Required profile

• Bachelor’s degree in Urban Planning, Architecture, Civil Engineering or a related real‑estate field.
• Minimum 8 years of project management experience in real‑estate development.
• Proven track record delivering residential and commercial projects.
• Strong background in design coordination and municipal approvals.

Required skills
