About the role
The United Nations Environment Programme is seeking a qualified consultant to conduct a desk study evaluating Recovery, Recycling and Reclamation (RRR) projects funded by the Multilateral Fund under the HPMPs. The study will assess the use of infrastructure in Article 5 countries and its contribution to reducing consumption of controlled substances.
Key responsibilities
- Review and analyse all project documentation related to RRR initiatives funded by the Multilateral Fund.
- Assess the effectiveness of existing infrastructure for recovery, recycling and, where applicable, reclamation of controlled substances.
- Address the specific evaluation questions outlined in Annex II of the approved TORs.
- Prepare a comprehensive report, including an executive summary, key findings, lessons learned and actionable recommendations.
- Ensure compliance with paragraphs 10‑13 of the TORs and incorporate feedback from UNEP’s Executive Committee.
Required profile
- Proven experience in environmental assessments and project evaluation, preferably within UN or multilateral fund contexts.
- Strong understanding of recovery, recycling and reclamation processes for controlled substances.
- Ability to produce high‑quality technical reports and synthesize complex data.
